It seems that to date the gnu.* namespace has been assigned essentially
at random.  I've been receiving the mail from the GNU Java mailing
list and it appears that the current policy is simply that if someone
wants a part of the namespace and it is not already in use, they get
it.  (In practice, there is no way to stop anyone from using any part
of any namespace they like, but there's no way around that).

I think we do need to develop a policy standard for what packages should
be included under the GNU namespace, and generally how that namespace
should be subdivided.  Most of the current packages that are under
the gnu.* namespace could (and probably should) be under the domain
names of their developers.
