This issue can also happen if the SWISS discovery packets cannot make it
to the CAS because of ACLs.  This is a lot easier to miss in a L3
deployment.
SWISS uses two ports depending on adjacency of the CAS.
UDP 8905 (L2)/8906 (L3)

We experienced this problem and narrowed down some of the cause to
Norton
Internet Security firewall was blocking the machine from talking to the
server. The students would not click on the allow pop-up. We also
experienced it with the McAfee Consumer version doing the same thing.
