This is a result of the agent running with compatibility settings of
Windows XP. Just go through All Programs and into the Properties for the
agent shortcut. Under the Compatibility tab, just uncheck "Run this
program in compatibility mode for:."
When we first saw this show up it took a bit to work out, but we could
not determine what the cause of the setting being applied.
