Because that's the dominant use case: people using the Jena jar as a
maven dependency. I think it would be nice if we could add an
alternative means of distribution - OSGi - as well, as long as it
doesn't make the build unwieldy, complex and hard to maintain.
Historically, Jena users have downloaded the jars or used maven/ivy -
requests for OSGi bundles have been a very distant third.
So I think it's great if you can help Paolo understand what the
implications of also supporting OSGi would be, but I for one would like
a discussion of the pros & cons of the outcomes of that investigation
before we decide to complicate the Jena build process.
