Most of the time it's a non-issue, but when you specify a kernel version during the building of glibc, then you have a dependency of at least that version of the kernel. As far as the relationship, it goes likes this for our build method.

   Glibc depends on Linux Headers which depends on the Linux Release
   Everything depends on GCC and Glibc.

You will notice after the 29th of this month, Glibc 2.5 is due out, which has a Major ABI change, then you will not be able to do an upgrade, you will have to rebuild everything so it's compatible.
