Well, I went digging around in OpenSuSE's scripts (it's my host systm) to see what they did with the dhcpcd connections and it appears that they use the ifplugd package that Joel Means mentioned. I would prefer to be able to get the ethernet behavior that I want without an extra daemon, so if someone knows how to do it by making a few adjustments to the network scripts, I'd love to know how, but for the moment, it seems that I'm going to be trying to get ifplugd to do the trick.
