The difference is from talking to people is that the device udev-rules
depends on the network driver being a module, it seems that udev doesn't
activate the network device when it's compiled in. That explains why it
doesn't work for you.

Well, that's good to know.   I think that I'll use ifplugd for now,
but in the future, I may set up my network driver as a module.  At
least now I know not to keep trying to tweak the scripts into working.
