Not that I'm disagreeing with you but the particular publishers are legit, meaning they are indeed technical book publishers (not text-books); they 've got a proper website and many titles published already. Of course, you saying that they offer 16% royalty to the author makes me suspicious as that is exactly the percentage I was offered...therefore, I can only conclude that you've been approached by the same people... I cannot express any opinions about vetting or quality control as I didn't go forward with this for the reasons mentioned earlier.
