I would have no idea if the performance is impacted or not by using that flag permanently. If you always have access to the first time the same exception was thrown at the same place, it's no problem and wouldn't be worth the hassle. I think if you want to put it somewhere, it would be in a lein profile so you'd have it in development, but not in production.
