Have you looked at ImageMagick? It appears to support EPS. I would say mileage may vary. I suppose the important question is what file format do you want to convert to? PNG, JPEG, GIF? Or as my colleagues may have interpreted correctly, do you simply want to be able to open a vector file within Linux/Windows? As some people have already mentioned, EPS should be readable between just about any OS as long as you have an application that understands how to read EPS. I should point out that not all EPS files are vector, some are rasters (bitmap) that have been saved in this format. Vectors are easy to convert as it is mostly point mapping and colour. Bitmaps are tougher to deal with. Many times have I received a logo file from a client who assured me it is a vector file to find when I open it that it is a raster and not scalable. I just shake my head. Just cuz it's an EPS doesn't mean it's scalable and a vector. There are apps out there that will convert a raster into a vector but it's not a perfect science and very subjective.
