In general, I have found that you get what you pay for with technology.
The exception to this rule occurs every so often when things are
overpriced across the board, and I happen to believe that this applies
to CMS packages, as well as enterprise software in general, at this
point in time. For a small business, $43,000 (let alone $1,000) is a lot
to pay for Microsoft's Content Management Server 2002 or a smaller-scale
solution.
To be fair, I run a CMS vendor, Think Computer, so I am admittedly
biased. However, we still manage to make a profit charging a one-time
fee of $100 per user for our system, Whiteboard, and it functions no
differently than it would if we charged $1,000 or $10,000 for it. Visit
