Were you successfully able to translate the NTP time on CMS into either a TOD 
value, or to a human-readable yyyy/mm/dd hh:mm:ss  format?

As it turns out it appears the failures I was seeing were due to the fact that 
I was pointing at one particular ntp server rather than a pool. So 
neverrrrrmind ... ;-)
