Hmmmm.  In PIPELINE NEWS1111 (PIPELINE MODULE Modification 1.0110 sublevel 0025 
(37 in decimal))
which dates to September 1998, we have the following:

"TCPLISTEN  Support an input stream.  When there is an input stream, a
         record is peeked from it before TCPLISTEN issues the socket
         accept call to get a new request.  The record is consumed
         after the socket has been closed (or taken by a TCPDATA
         stage).  Thus, by controlling the rate of arrival of input
         records, you can now cause the stage to reject flooding.
         With this facility you can implement the function requested
         in SHARE requirement 74.”
