One factor might be the real and anticipated business environment as it is affected by government taxation and regulation. It would be an understatement to say that things are in a state of flux out there. That would not be specific to boat manufacturers, and I would expect that it is not that simple, but the recent passage there of proposition 30 is causing businesses to leave according to this article.
