I have Calypso's rudder out now and have given the 1970's 43 version of the 
lower rudder bearing assembly a close inspection.

After looking at your rudder tube assembly and comparing it to what I have seen 
on Calypso, my SWAG is the three bolts with locking nuts were intended to 
center and lock a sleeve (SS or bronze) in the fiberglass tube.

On Calypso, waterproof grease captured between the top of the rudder and the 
top of the lower rudder bearing assembly performs duty as a stuffing box or 
packing gland. (On Calypso the "washer" is a 6" OD, 3/8" thick piece of bronze)

The top of Calypso's bronze rudder tube has a collar made up of bronze rings 
captured by bolts.  It would look like a stuffing box from a distance.  The 
assembly distributes the weight of the rudder evenly across the tube.  The 
bronze 6"OD washer mentioned above also acts as a bearing surface for the 4 
load carrying "wheels" (4 solid bronze wheels on 2 SS bolts modified to be 
axles) that allow the rudder to rotate easily and distribute the rudder weight 
as it rotates.

This system is overbuilt and I suspect it like other pieces used in building 
the early 43's were left over from the early (1969 & 70) C&C 61 builds.  After 
more than 40 years of salt and fresh water there is very little wear and 
corrosion.  The only reason we dropped the rudder was to repair damage from a 
log strike.  While we are at it the cutlass bear has been renewed.

The 35-1 I race on has no stuffing box.  The top of the tube has a plastic 
washer sitting on it with a stainless steel collar locked to the shaft just 
above it to keep the rudder from dropping out of the boat.  Just above that is 
the steering quadrant.

  We never did find out what the bolts in the photo were for.

The 35-2 is the same hull with some modifications but sits a couple of inches 
lower in the water so perhaps may have a stuffing box?
