The temporary safety zone restricts vessels from transiting the zone during the effective period, unless authorized by the Captain of the Port Baltimore or his designated representative. DATES: This rule is effective without actual notice from March 9, 2015 until April 15, 2015. For the purposes of enforcement, actual notice will be used from the date the rule was signed, February 17, 2015 until March 9, 2015.
