I'd suggest cutting off the excess length, since it's not supported and could bend or distort.

The fact that the bearing is loose in the strut housing is not ideal, it'd be better if it was at least a light drive fit, the set screws should not be depended on to hold the bearing in place. Without going crazy and putting in sleeves, etc, probably epoxy is your quickest approach. Some kind of filler/adhesive, JB Weld or similar, might be best.
