Many cheapo controllers say MPPT but do not actually contain the circuitry required. Genasun makes high quality MPPT controllers in the USA, and you can talk to the MIT educated engineers in Cambridge Massachusetts should the need arise.

Renogy Traker MPPT 20A with the accessory meter is cheaper than just the Morningstar 15A, MPPT ootion. It is also only a little more expensive than the Victron BlueSolar 20A MPPT version.
