Rob — unless there have been changes in regs that I’m not aware of, a steaming light (also referred to as a masthead light) IS still required, when motoring at night, along with the bow (or sidelights) and stern light. Maybe Canadian regs are different.
On your existing fixture, the black is probably a common ground for the deck and steaming light; the red and green will be separate positive leads for each of the two lights.
