Hi Josh, I just want to let you know that, I questioned myself when I was thinking exactly your theory, but today I confirmed it that it is exactly as you described. I really could not find anything inside the pedestal, but the conduit did slide in the clamps. The clamps were loose, I imagine it happened over the years from the previous owner; I tightened it, it "almost" solved the problem, the only thing left is that I need to add some spacers to fix the "beam" where the hose clamps are used to tie the conduit to stop the conduit and the beam from moving.
But, as crazy as I thought I would discard the idea, it is the fact as you described. I guess the previous owner, who told me he had to rebuilt the pedestal area, did "whatever works" to make it work.
