You didn't mention the engine model, but I assume all are wired similarly.
I have a Westerbeke 38B and the main 12V lead to the starter is via a
per-heat solenoid. I had this fail and the 12V was not passing on to the
starter.  I press the pre-heat button, then the start button.
The actual source of 12v to the starter is not a direct wire from the
battery, but a pass-through the solenoid.
