I am using a Cisco router but that shouldn't have any affect. The ip address
of the computer that access's the Cobalt Server is 10.0.8.2, and the cobalt
server is 10.0.8.10.
The Cisco router will come into play when I try to FTP from outside my
network.

Are you running over a personal firewall such as Zonealarm?
If you are switch it off and the FTP may run quicker
We noticed a few issues with ProFTP and some CISCO routers or firewall
software that allowed command line only ports through but either denied or
slowed the data transfer port.
If the F/W is the issue change your FTP setting to "use firewall" if
available
