We have an appliance that is 3K that is specifically designed for ISPs. Its 
also available as a software add-on for linux or freebsd for $695. You can 
manage by MAC, IP, protocol, port , virtual host and will even sniff out 
PTP. At one time it ran on a raq3i  but they were just too underpowered and 
overpriced at the time.
