"Freeness" usually requires $100s or $1000s worth of your time to utilize, and are usually inferior. Also, there are other things to control than http traffic. Its also a bit easier to have one device managing your entire network than to install mod throttle in 100s of machine...and if its a colo you may not be able to enforce your customer using it. As for bandwidth management "freebies", if you need to limit a few customers it will likely work for you if you dont mind clunkly user interfaces and half of the features to be suspect. But dont try to set 100s of limits or to do anything innovative and expect good results. You may think that $3K is a lot, but if it lets you squeeze 25-50% more customers onto your existing resources, it pays for itself rather quickly.
