I have had a lot of questions about why rare birds on private property have not
been listed on the RBA.  The RBA is mainly for birders who want to see the
birds listed so if a bird is on private property, the RBA compiler has to get 
permission from the owner and find out if and how he/she wants to be notified.
If someone reports a rare bird to CoBirds and give no indication that birders
are welcome it is at the discretion of the compiler to contact the reporter 
about
permission to list on the RBA.  If you have a rare bird and would welcome 
birders
it would save time if you would say so in your post.  If you simply report a 
rare
bird on your property that could imply that you do not welcome birders and so
your bird would not be listed on the RBA.
