I guess I'm confused - or clueless? - about this situation. The DOW Habitat Stamp web site says that ANYONE can buy a stamp, and does not mention any existing or forthcoming restrictions on those not also buying a hunting or fishing license. The web page that references Habitat Stamp changes (link below) also does not reference any such restrictions. So, what's really going on?
