Ok, so I don't know the whole scoop about what's going on but, in reading the reprimand, I see mention of birders possibly walking up a road if they can't park on it. Yikes! It seems that this is a public road and is there a situation where it isn't ok for a birder to walk up a road? I don't know where Elk Thistle is...maybe that's for the best...
