Paper chewing  , I may not be the most experienced  ,  but  I've been
there with this ...   At 4 months old - you should crate train  the 'poo
&   that means  get rid of the  Pee papers ...  bring him out to go .

When  you aren't watching him closely ... crate him . puppy proof the
areas he'd be  free to  roam ..    When he does get  something you don't
want him to  have -  Say  "No",  not his name ... just  NO.  then offer
him a  good chewy toy  ( not a treat )   when he drops the Bad  for the 
toy  ... say  " Good Boy  "  a few times &  a good pat on the head too .
Teaching him to drop what ever it is he has that you want  might save 
his life ...  or a trip to the Vet.... try  playin ball fetch  &  say
drop ... using hand motions  & reward  with treats til he gets it   ...
I'm a  one word  guy  LOL  rarely do I speak  more than  a few to them
..   I say " IN "  my dogs  go to their own crates & sit  there waiting
for me to  close their doors .. I say   "Out" ( after opening the door 
& they run  down the stairs to go out ...)  If  one is  getting into
something in the  house   &  I don't want  him/her to  I  firmly say 
(not yell)     "OUT" ... and they stop  &  walk away Hope  that helps
