Generally, you don't, this is a user preference. If you want to produce sound from a selected output device, then you can use Core Audio to enumerate and choose a device. I believe Quicktime also allows you to specify a device for output if your using it. Either way you will probably get better answers on the Core Audio list, or the Quicktime API list if your using Quicktime, but either way you will probably need to explain what you are trying to accomplish in more detail.
