Cocoa has been around since wham and has always been a part of Mac OS X. However, certain API has been added or removed. Those changes are identifiable in the documentation for that API.

For example, Core Animation was added in Mac OS X 10.5 Leopard. The documentation clearly indicates Core Animation is available on Leopard only.
