Sounds like you have a group by position problem. You might try some
advice from Jeni Tennison in the following link:

Also, in case you don't know, you might want to consider searching the
XSL-list in the future for these more challenging XSLT questions.
They're always tough the first time, and you can be sure lots of people
have bumped into them by now.
