The correct way is to put compiled classes into WEB-INF/classes/ - this works for me if I restart Tomcat.
Either you can put your JAR into WEB-INF/lib , but this can require also to add an entry to WEB-INF/Manifest.mf. The last possibility I would use is edit web.xml to add an extra classpath. What is your servlet engine?
