I'm not a big pro in Schematron. It uses mainly XPath for referencing nodes, in Cocoon scratchpad it implemented with JXPath, where you could use extension mechanics to add your own functions to XPath.
I did not do that but if you really want to have regexps in XPath, I think this is the direction.
