Just catching up now on Code4Lib emails. I threw this idea around awhile back in #code4lib and it seemed like most thought people used their own blog for snippets and code hosts for real projects and it wasn't worth doing. I was thinking wiki for code snippets with maybe svn for various small libraries / hacks. At the time I was looking at just using trac so the two would be together.
If there's enough movement for just the snippets parts then I agree with others that dokuwiki or drupal category would probably be useful.
