Are you measuring upstream or downstream of the bottleneck?

As far as Cake is concerned packets are packets, but different protocols 
perform congestion control differently (or not at all) resulting in differences 
of send rate.  Observations downstream of the bottleneck should show Cake 
limiting throughput correctly.
