The reasons are perfectly clear imho: Undernet doesn't accept servers hosted
by Unix Shell providers, and there are currently enough Norwegian servers
linked to Undernet, meaning they probably won't accept your application
until a spot opens in that region.

If your ISP would be willing to donate enough bandwidth and a server with
qualifying resouces they could probably link it, on the condition that it
would be approved by the routing committee, which most likely won't happen
as the previous declination stated they have enough Norwegian servers at the
moment.
