We had a brief discussion about this a while ago on undernet asking if admins
would like automatic bot detection, and the general concensous then was that
undernet doesn't need the feature.
On the other hand, having a standard way of detecting bots would definately
be a good idea IMHO, and your suggestion seems as simple as any :)
