ircu on undernet checks for such characters (mirc control characters) and disallows them, because they can be abused. for example appearing to be op on an official channel. > The RFC doesn't seem to say anything about any channel names being illegal. not entirely true. bell (ascii #7) is not allowed according to rfc1459.
