You may use the project's documents & files section. But Files provided
there would need approval by the project owners (or you need content
developer status, afair).
Another way is to use the forums. Messages in OOo forums can have files
attached. The good thing: forum entries can also be deleted (afair).
But you should ask at the website project, if there are limits / concerns
about the file size.

I guess my point was just clarifiying this points about having an issue in
non-english. About solving my problem we already provided some alternative
tools outside of www.openoffice.org like OOoXtremo.org's repository.
http://www.oooxtremo.org/ to provide a more flexible and easy way to share
documents.
I just don't want to shut down on options for the community because a
somehow awkward policy.
