Review Comment:
   The `disabled` configuration is designed for simplicity and minimal 
overhead. It's intended for situations where a provider is installed but not 
used. Since enabling specific features while globally disabling the provider 
creates conflicting behavior, I would avoid introducing additional logging in 
this mode.
