`AirflowSecretsBackendAccessDenied` was added to task sdk in 1.2.2. Tests
running with Airflow 3.2.2+ with `apache-airflow-task-sdk==1.2.1` installed hit
an ImportError at startup:

ImportError: cannot import name 'AirflowSecretsBackendAccessDenied' from
'airflow.sdk.exceptions'
```
**Current behaviour**
Any environment with apache-airflow-core>=3.2.2 and
apache-airflow-task-sdk==1.2.1 is completely broken at import time.
**Proposed change**
Wrap the import in a `try/except` for import error in both `connection.py`
and `variable.py`. The fallback defines a stub `PermissionError` subclass that
is never raised by task-sdk 1.2.1, so the `except
AirflowSecretsBackendAccessDenied` clauses in those files simply never fire —
behaviour is identical to pre-1.2.2 task-sdk.
