Closing this. #71711 has been open for #70676 since August and is in review. This PR closes a quoted value with `not tokens[index].endswith(quote)`, the approach potiuk marked as blocking on #71711: a closing quote followed by `,`, `)` or `}` is never recognised, so the rest of the secret stays unmasked.
