Backport of #75073 to `chart/v1-2x-test`. The branch still pins action versions that are no longer on the ASF allowlist (astral-sh/setup-uv, aws-actions/configure-aws-credentials, slackapi/slack-github-action), so GitHub refuses to start the Tests workflow on its pull requests (startup_failure), e.g. #75554. The new pins match main and airflow-ctl/v0-1-test. #75073 changed only the SHAs, and this branch calls these actions with the same inputs as main. Tested: prek passes on the changed workflow files.
