- Follow-up to #74069 and #74070, which added `dag.if` and `dag.switch` on
the Dag only
## Why
- A task group has `task` and `taskGroup` but no `if` or `switch`
- So a condition or a switch inside a group fails with a `TypeError`
- Go and Java task groups have `If` and `Switch`, and Python branches inside
a `TaskGroup`
## How
- Add `if` and `switch` to task groups with the same signatures as the Dag
methods
- Prefix the id of the deciding task with the group id, as `task` does
- Name the group method in errors, such as `taskGroup("checks").if`, as Go
does
- List both methods in the task group section of the TypeScript guide
