   Tightened — shouldEstimateCostForAiPipeline now asserts exactly 3 priced 
components and pins the computed aws-bedrock per-execution cost (not just 
formatting), and there is a dedicated shouldExtractSchemesFromXmlRoutes test. 
shouldExtractSchemesCorrectly now uses containsExactlyInAnyOrder.\n\n_Claude

   Done in 8cc9bbd — formatCost now uses String.format(Locale.ROOT, ...) for 
both branches, so the decimal separator is always '.' regardless of server
