Thanks @allthingssecurity for the detailed analysis and the tests. The bug
is real: `log:foo?marker=Tom%26Jerry` really does normalize to
`log://foo?Jerry=&marker=Tom` today.

We have decided not to take this change into Camel 4.x:
   - It silently changes the option values that lenient components such as
`http`/`https`, `rest` and kamelet parameters receive today, and that would
land in a minor release.
   - It belongs to the same family as the encoded `+` (`%2B`) handling, which
CAMEL-25190 already deferred to Camel 5.
   - A complete fix would also need the catalog's own query parser
(`CatalogHelper.parseParameters`, used by `camel validate`, the MCP validate
tools and `camel-report:validate`) aligned, so that runtime and validation
agree.

Until then, an option value containing `&` can be set with `RAW(...)`.

We are keeping CAMEL-25453 open for Camel 5, next to CAMEL-25190, and
closing this PR for now.
