Review Comment:
   ⚠️ **Bug: `RAW(…)` is unsafe when value contains `)`**

   `URIScanner.isAtEnd()` terminates a `RAW(…)` token when it sees `)` followed
by `&` or end-of-string. A value like `p@ss)&word` is wrapped as
`RAW(p@ss)&word)` — but the scanner stops at `p@ss)` and treats `&word)` as a
spurious extra parameter.

   Use `RAW{…}` instead (end delimiter is `}`, unambiguous for values
containing `)`):

   ```suggestion
           if (value.contains("&") || value.contains("=") || value.contains("?")
                   || value.contains("+") || value.contains("%")
                   || value.contains(")")) {
               return "RAW{" + value + "}";
           }
   ```

   Edge case: if a value contains both `)` and `}`, neither form is safe —
pre-existing `URIScanner` limitation, not introduced here.
