Review Comment:
   `RAW{...}` turns some values into property placeholders. The `to()` URI is
resolved for placeholders when the route is created, so a value that starts
with `{` gives `RAW{{...` and one that ends with `}` gives `...}}`. For example
`sink.filter=RAW({"a":"b&c"})` becomes `RAW{{"a":"b&c"}}` (property `"a":"b&c"`
not found), and `sink.x=RAW(x=${body})` becomes `RAW{x=${body}}` (`Missing
{{`). Both start fine with `RAW(...)`.

   `RAW(...)` only ends early on `)&` (`URIScanner.isAtEnd`), and a `)` on its
own needs no wrapping, so this keeps `RAW(...)` and uses `RAW{...}` only for
that case:

   ```suggestion
           if (value.contains("&") || value.contains("=") || value.contains("?")
                   || value.contains("+") || value.contains("%")) {
               // RAW(...) ends at ")&"; RAW{...} would make a value starting
with { or ending with } a property placeholder
               return value.contains(")&") ? "RAW{" + value + "}" : "RAW(" +
value + ")";
           }
   ```

   A test with a value such as `{"a":"b&c"}` would cover it.
