Now, as to whether LOCAL consistencies should still not cross DCs for global RR (making them a somewhat special case for global RR), I just don't think there is an always good answer. I'm sure this ticket is right that there is a case for it, but I'm also sure there is people that are happy with the way it is today. And I have seen no data showing that one option would be a lot more useful than the other. So let just say that I'm not convinced that changing the existing behavior is worth the risk of surprising/breaking people.
