We are still finding critical issues with 2.1/2 -> 3.0 compatibility, and 
CASSANDRA-14937 will help us mechanise the discovery of these issues.  This 
only works if we have this functionality on all versions we want to verify the 
interactions between.

So, backporting to 2.2 is as much about 3.0/11 correctness as it is 2.2.
